- Alcohol Policy: The Permission to Possess/Use Alcoholic Beverages Form has been decommissioned effective October 1, 2023. There is a new online form employees are required to complete if the event is held on university property and alcohol is being served AND they’re not utilizing Catering@PennState. We are still required to obtain budget executive approval. I’ve instructed staff who frequently use the form to send you an email requesting approval. That approval email will be uploaded and saved into SIMBA and/or the Concur report reconciliation process. - Allocation Codes – If a new allocation code is needed, submit the request via the Allocation Request link on the Advanced Web (AWA) Home page. Donor and Member Services (DMS) will create the code based on the information provided. If the new allocation code is for a named endowment or named annually funded account, please ensure that the request for the Guideline Agreement (GA) or Statement of Donor Intent (SODI) is submitted through GuideLION before submitting the allocation code request. Once the Office of Gift Planning has drafted and approved the GA or SODI, DMS can proceed with creating the allocation code from the submission request. - Donor Advised Funds (DAF) are IRS-approved public charities generally managed by investment companies which serve as conduits for gifts. The donor’s contribution is made to the fund. The donor reserves the right to recommend which charities receive grants from the fund. Payments from a DAF cannot be applied to an individual donor’s personal pledge; therefore, it is important to identify the source of funds the donor will use to fulfill a commitment prior to having the donor sign a pledge form. - Donor-Centered Fundraising Curriculum – this is an on-line training program on LRN that builds a shared culture of philanthropy across the university and a common understanding on the philosophy of our development program. - Gifts-in-Kind (GIK) are gifts of personal property made by an individual, corporation, or foundation for the University’s ownership and use. The Office of Gift Planning oversees the process of accepting, recording and acknowledging GIKs for all units across the University.
- Gifts in Pending (XXXPE) Pending gifts with unit allocation codes, but no budget/fund established. These gifts are counted in your unit totals, but they are not in a budget and fund. If these funds are for an endowment and you have not initiated guidelines in the GuideLION application of IBM Notes, please submit a request using the link available from the Home page of AWA titled “GuideLION Login”. If the guidelines already exist, let Donor and Member Services know this information so a budget/fund can be requested, and the money moved into the budget and fund. If the gift listed is not for an endowment, you will need to obtain a budget and fund from your financial officer and then forward it to DMS to have the budget and fund assigned to the allocation code and arrange for the pending money to be moved to the budget and fund provided.

- Guideline Agreements and Statements of Donor Intent: they are only drafted by the Office of Gift Planning. These documents describe the benefactor’s intent and specify how the funds will be used. These documents are signed by the donor(s) and the University. A Guideline Agreement is created and executed when the University has cash in hand, or a signed pledge commitment is forthcoming. A Statement of Donor Intent is created and executed when the funding will be received at a future date, most times after the donor’s death (i.e., monies from their future estate, the remainder of a charitable remainder unitrust, the residuum of a charitable gift annuity, a beneficiary designation of a life insurance policy, etc.). - PSUBuy: is an online marketplace where Penn State faculty and staff can purchase goods and services from catalogs or templates. For questions or assistance, review the provided guides or contact Penn State Procurement using the Procurement Assistance Request form.
- Purchasing Card Pcard is a Visa charge card that enables authorized Penn State employees to purchase certain goods and services and travel expenses directly from a supplier. It eliminates the need for additional paperwork (such as purchase orders and invoices) and it can be used for transactions up to a predetermined limit, which varies by employee. SAP Concur is used to settle all purchasing card transactions – both for travel as well as for good and services. Lion Marketplace should be used in lieu of the Purchasing Card whenever possible.

You should then inform your finance office and file a dispute with PNC Bank to receive credits for the unauthorized purchases. - Tax Exemption Penn State is tax exempt for sales tax in Florida, Idaho, Illinois, Kansas, Kentucky, Maine, Maryland, Mississippi, Missouri, Ohio, Pennsylvania, Rhode Island, Tennessee, Texas, and Vermont. Penn State is not exempt from hotel occupancy taxes. You should be making your best efforts to avoid paying sales tax that we are not liable for when making purchases on the University’s behalf. - Transportation at University Park Information on transportation and parking (including parking permit rates) can be found at transportation. Visit your unit’s parking chair to obtain an employee parking permit, if needed.
- Travel Expenses University Policy requires all travel expenses to be completed and submitted in SAP Concur within 60 days of the end of business travel. In order for an expense report to be considered “submitted,” a traveler or his/her delegate, must log into the SAP Concur system and click on the “submit” button for the report. Having the expenses entered in the system, but not submitted by the traveler, is not enough. At University Park, Mailing Services must be used to purchase stamps and for all other mailing services. - Visits by the President of the University Visits with major gift prospects, particularly those with seven-figure capacity, is strongly encouraged. Time on the President’s calendar, be it while she is traveling or on campus, must be coordinated through the Office of Principal Gifts. Any post-visit stewardship communication is coordinated by the Office of Donor Relations and Special Events.

- Volunteers – Adding/Removing Contact your assigned researcher in the Office of Research and Analytics anytime throughout the year to provide details on new committee volunteers to ensure volunteers are consistently updated. All campaign volunteers are coded in AWA. If campaign volunteers are not updated in AWA they potentially could be omitted from important communication, invitations, and training. Inform the Vice President of DDAR when you transition a new committee chair; appropriate welcome letters will be prepared from the Advisory Council chair and the appropriate vice chairs.
